Premières réflexions sur le recensement de la population de Russie

The Russian authorities conduct a new federal Census in October 2010. If we don’t have any result now, we can discuss the way this important operation was organized and managed, comparing it to the observations we made on the previous (2002) census. For sure, the 2010 census went more quietly; the precedent created very tense debates in the public opinion and within the political and scientific communities. This doesn’t mean that the quality of the census improved. Observing the comments in the media and on the field, we get the impression that the authorities used more their administrative resources to replace what the census agents could not get. It appears also that in many complex regions like Dagestan or Volga region, the local authorities organized well before their work in order to get the results they wished for some reason. The census results remain a major factor calculating different budgets from federal funding and that enough to create incitation to “push” the results in the “good” direction. But in this matter, Russia is not an exception.
